HOA Reform Committee and Subcommittee SHERIF (Senate Homeowner Reform Initiative Foundation)
Champion of economic justice Kevin J Palmer was appointed by State Senator David Farnsworth to Chair the Senate HOA Reform Committee.
It will consist of 3 prominent thought leaders who have track records in developing strategic initiatives. The directive is to rebuild trust back into HOA process through commonsense legislation that ensures accountability and protection of homeowners.
An oversight board is essential to reign in rouge venders and BOD members. “The more people I talk to the more I’m convinced that this is the cornerstone.” Said Mr. Palmer. “Because legislation is useless unless there is enforcement.”
Cornerstones priority list is:
1- (Initially) Advice and counsel on crafting commonsense HOA legislation that ensures institutions and individuals associated with HOA’s are held to the highest standards in the best interest of HOA stakeholders.
2- Establishment of Licensing and Oversight. Provides dignity homeowners deserve through true representation rather than by proxy from service providers who have different interests then homeowners
3- Binding Arbitration or Ombudsman intervention before destructive actions compromise homeowners
4- Homestead act increase reinstatement
5- Interpretive education on the new laws so HOA’s derive powers from consent and accommodation of majority
